Health Safety and Environment Officer / Document Controller

The Health Safety and Environment Officer / Document Controller is responsible for ensuring the organization’s compliance with environmental, occupational health, and safety regulations, while maintaining and managing company documentation in alignment with ISO 9001:2015 standards. This role will oversee safety programs, pollution control activities, and documentation processes to support operational excellence, regulatory compliance, and continuous improvement initiatives.

DUTIES AND RESPONSIBILITIES:

Environmental Compliance (Pollution Control Officer Functions)

  • Ensure compliance with environmental laws, regulations, and standards as required by DENR-EMB, LGUs, and other relevant agencies.
  • Prepare and submit Self-Monitoring Reports (SMRs), Compliance Monitoring Reports (CMRs), and other regulatory requirements within set deadlines.
  • Monitor, operate, and oversee environmental facilities (e.g., wastewater treatment plant, hazardous waste storage, air pollution control devices).
  • Develop and implement environmental management plans, including waste management and pollution control measures.
  • Coordinate with accredited waste service providers for proper disposal and treatment processes.

Occupational Health & Safety (Safety Officer Functions)

  • Develop, implement, and monitor occupational safety and health programs in compliance with DOLE regulations (RA 11058, DO 198-18, OSHS Standards).
  • Plan and conduct safety drills, emergency evacuations, hazard and risk assessments, and toolbox meetings.
  • Lead safety induction for new hires and contractors, ensuring awareness of workplace hazards and safety protocols.
  • Conduct regular inspections to ensure compliance with PPE usage and safety procedures.
  • Investigate workplace incidents, prepare reports, and recommend corrective and preventive actions.
  • Prepare and submit required DOLE Occupational Safety and Health (OSH) reports, including but not limited to: Annual Medical Report (AMR / DOLE Form 1020), Work Accident/Illness Exposure Data Report (WAIR), Monthly/Annual Accident Reports and Notifications of Work-Related Incidents (WIR), Safety and Health Committee Reports and Training Reports
  • Plan and conduct safety drills, emergency evacuations, hazard and risk assessments, and toolbox meetings.

ISO Documentation & Quality Management (Document Controller Functions)

  • Maintain and control all company documents in compliance with ISO 9001:2015 standards.
  • Prepare, review, and update procedure manuals, guidelines, and forms to ensure accuracy and relevance.
  • Ensure controlled copies of approved documents are distributed and obsolete documents are removed from circulation.
  • Track and manage document version control, ensuring audit readiness.
  • Support internal and external audits by providing accurate and complete documentation.

General Responsibilities

  • Promote a culture of safety, environmental stewardship, and continuous improvement across the organization.
  • Provide training and awareness programs to employees on EHS and quality management topics.
  • Maintain accurate records and prepare periodic reports for management review.
  • Collaborate with other departments to ensure EHS compliance and documentation control integration in all processes.

MINIMUM QUALIFICATIONS

  • Graduate of a Bachelor’s degree in Business, Engineering and Information Technology
  • Atleast 2-3 years of related work experience
  • Certified Pollution Control Officer (DENR-EMB accredited).
  • Certified Safety Officer (BOSH / COSH accredited).
  • Proven experience in ISO 9001:2015 documentation and standards.
  • Strong knowledge of environmental, safety, and quality management requirements.
  • Excellent organizational and reporting skills.
  • Ability to train, lead, and influence personnel at all levels.
  • The incumbent will be assigned in Balagtas, Bulacan
